We have a policy of charging $1 for every signup to deter spammers and fake bidders. Fake bidders are people who deliberately push up the price on an auction item without any intention to pay should they win. The fake bidder makes items more expensive for legitimate users The signup fee also helps ensure that signees are of a suitable age bracket to be using the auction. With our original system the signup fee was $10 and was refundable on auction win but we have reduced it to $1 and made it non-refundable instead.
